This report is very interesting. As a side note, I called the DOE's listed contact to confirm whether NCU bailed from Title IV financial aid voluntarily and she confirmed that this was the case. NCU just could not get comfortable with the govenment's requirement about NCU's course delivery format, according to the DOE rep.
