I hadn't visited the website of the Hong Kong Open University in quite some time and so, as I listened to the fireworks popping in the distance, I began checking out their website. The first place I looked for was the page that describes the registration requirements. In the past there has been a requirement of
    1) a Hong Kong residence address and
    2) all testing takes place in Hong Kong
It's possible that there has been some recent softening of these requirements. The new website states that you are required to provide a Hong Kong "correspondence address." To me this suggests that a mail forwarding service might be considered adequate. Also, the new website states, "If overseas examinations can be arranged..." This strongly suggests that they are open to a formal proctoring arrangement. I believe that the Chinese Embassy is in D.C. I also believe there's a consulate in NYC (not to mention the UN).
Many people may say, "So what?" and that's a fair question. Maybe it's just another DL opportunity. Perhaps it's a bit like UNISA but with some opportunity for anyone with a particular interest in topics related to the Far East.
Please be aware that I haven't checked any of this out. Anyone from the USA trying this route must consider themselves to be a pioneer.
