My understanding is that India is a lot like the US, with individual states applying broadly varying standards in licensing local schools. Then some of these non-accredited institutions subsequently acquire accreditation by the University Grants Commission's accreditation arm that spun off into autonomous status as the National Accreditation and Assessment Council in the mid 1990's. http://www.naac-india.com
