I have a friend who got most of his Masters done a few years ago before getting wrapped up in work, etc. Now he wants to go back to school and work on a PhD so he can teach. Is there a school that he can attend to get a PhD without a Masters, just Masters' credits? DL please. Thanks!
Most doctoral programs include the equivilent of a Master's program if the student has not already completed a Master's degree. Those with Master's degrees move straight into the "doctoral" portion of the doctoral program. What you are asking is quite the norm.

Just to be clear. I believe he completed the Master's coursework but never did his Master's thesis so I am trying to determine if he were to apply to a PhD program (like NCU) would he be eligible. Thanks for all the responses so far.

He could apply on bachelor's-only status for direct admission to a doctoral program but could probably transfer much of his prior work in. As C. Novick duly notes, Northcentral University has a 51 sem hr doctorate with the master's and an 81 sem hr doctorate w/o the doctorate. I believe Capella University has something similar (128 qtr hrs w/o master's, 84 qtr hrs w/ master's, IIRC).
What Ted said. Whatever the choices look like on the surface, the candidate should inquire, regardless of what the school's literature says. Negotiate!
