This is the Harrington/Palmers Green/Glencullen fraud. They directly tell you on the phone that they are a diploma mill. Anyone stupid enough to pay money for one of their degrees probably gets what they deserve... John Bear and I found hundreds of bogus Harrington and Palmers Green degrees in the Monster database when he was doing research for ABC.
