Krasnodar Krai will extend it's programs internationally via international university located in St Petersburg, Russia, Fully accredited degrees will be offered with substantial savings Cheaper then UNISA. I asked Dr. Ivanov for additional details such as language of instruction and text books, tests, Degree programs that will be offered and how will proctored exams be administered. Will students have to travel to Russia for residency requirements etc.
"Ivanov" is THE most common name, "Alexey Ivanov" sounds like "John Smith". Anyways, this claim here: "Krasnodar Krai will extend it's programs internationally via international university located in St Petersburg, Russia" -doesn't make sence for several reasons. We can certainly blaim bad translation, but given that it was, apparently, spam mail, IUFS-like wonder or something even less substantial is far more likely.
How possibly St. Petersburg is in Krasnodar Krai? For the same way it's possible to have University of Phoenix in Los Angeles , CA. I think and correct me if I'm wrong but this reads to me as outsourcing DL program to some school in St. Petersburg that is impowred legaly to do so. This can be on very high level Governor or Vice Governor or another high ranking representative of Krasnodar Krai managing all educational programmes with State Academy. Pure speculation. Learner

I see your point. All it was a speculation, I have no insight to what was really meant in the email. But if there is a legitimate and ethical way to increase foreign currency flow I think they may go for it, after all why companies outsource, maybe the potential partner has the entire infrastructure ready. I don't know detales and names of schools that willing to do so. I know for a fact that Russian president in the past mentioned more than once that Russia has to offer to the world in the field of research, academics and education. But on the other hand this may be a scam. Time will show.
