Sri Venkateswara University, located in Tirupati, South India offers a range of Bachelors degree programs through DL. In addition, they offer Masters degrees in the following:
Economics, Political Science, Public Administration, Sociology, History, Mathematics, Commerce and Psychology. Once upon a time programs like this were open only to persons residing in India or Indian citizens living abroad. It is unclear to me if these restrictions continue.

I have not yet seen an Indian University offering DL degrees to somebody residing outside INDIA.

What I'm interested in is not a degree from an Indian university, but taking some distance courses that are valid for Excelsior...because supposedly the inidian prices will be much cheaper. for correspondence/distance courses....???

I was just browsing through the website for Pondicherry University, another Indian university that offeres DL programs. They list their costs and if I've done the conversion correctly then I think you'll agree that it's affordable. The first year of Masters study costs 2450 Indian Rupees. This is about $60.00US.
Pondicherry has residency requirements (Contact Sessions) I haven't checked on the frequency or the length of these Contact Sessions but I did check out the airfare (Boston to Calcutta, round trip = $1,600.00US. There was nothing I saw about having to live within the country. They offer these sessions in several nearby countries as well. None of this works out for me but I'm posting the info just in case someone else might benefit.
try looking here for a more extensive listing of programs:
