My guess is that this is somebody who knows what he or she is doing. It's not a first effort and we have probably seen this person's work before. It's somebody who is very good at hiding his or her tracks behind a succession of false fronts. My guess, both from the British webhosting and the use of spellings like "programme", that this is the work of a Briton. The proprietor obviously knows his or her way around off-shore business services and so on. But I do get the distinct impression that all the Wexford pages were written by the same person. Whether that person is the proprietor or just somebody paid to create the site is hard to say.

I feel a vague sense of familiarity when I look at the website, but I can't definitely match it to any other. The contact information is a mailing address, phone/fax, and e-mail (from a free e-mail provider) -- the same as for Devonshire, Glencullen, and Shelbourne -- though they used Ireland and England addresses & free e-mail providers. Another similarity -- none of these entities provides an online form to request info or to apply. I don't know if it's significant, but besides being a generic British-sounding name, "Wexford" is also both a county and town in the Irish Republic. I found no other 'Wexford' listed for the UK in my Michelin Motoring Atlas for GB and Ireland. So, once again, the familiar pattern of a phony school operating from a London area website but with some sort of an Irish angle.
