Preston University - is this a board and mortar university? Recently, a politician was awarded a PhD degree from this university. The venue was at a 5-star hotel in Kota Kinabalu with a distinguished-looking Caucasian conferring the title on him. It was mentioned that this person is the University Rector.
Check with MACEE at www.macee.org.my to see if they are recognised. I would be careful about looking this one up.
