All Italian graduates are doctors ?!

    Any one notice that the ministry of education in Italy states that holders of an ordinary three-year bachelor's degree will now be known as "Doctor"

    Of course not.

    Unfortunately, the link does not seem to work.

    The Italian graduate degree is called "dottore", but that is not a DOCTORAL degree - is is (as all old European diplomas) more or less on Master´s level.

    It´s pretty much the same with the old Dutch degree "Doktorandus" - also just on Master´s level - the examination that leads to that degree is called "doctoraal exam".

    The whole thing means that you are able to begin Ph.D. studies with this degree...

    In both countries, a REAL "Dr." is - as everywhere else in the world - one step further...

    Anyhow, you don´t have to think about that too much, since the whole EU is rapidly changing their study systems towards Bachelor/Master/Ph.D. structure (last deadline is 2010, the NL for example already have changed everything - other countries are more or less half-way-throug).
