NY State Teacher Certification Ed Credits

I am, through circumstances beyond my control, taking a very untraditional approach towards obtaining my New York State teaching certification. I have everything I need except the 21 education credits. So far I have a mere 3 credits, taken through the NY teachers union. I had hoped to get most of the remaining credits through CLEP or Excelsior exams, but I'm finding that much more difficult than I had anticipated. Unfortunately all the distance learning options I've seen are for degree programs or certificate programs which don't offer all the specific courses I need. Does anyone know if there are online/distance learning options which allow you to tailor a program to meet the specific requirements of the New York State teacher certification process?
