Distance Learning Program Planning and Implementation

I am a new participant in this DL forum. I completed course work for my doctorate at the University of New Mexico five years ago. At that time I began writing my dissertation. The purpose of the study was to describe and explain the factors that impede as well as the strategies and practices used to further the efforts of rural communtiy college personnel to plan, develop, and implement an effective distance education network. At the time we were only dealing with instructional television. Now, of course, we are big into web instruction as well and ITV is on the downhill course. Anyone in the forum interested in allowing me to "pick your brain" and use your input in my study?
