New India DL Registration Requirement

    The Chronicle of Higher Education reports that in an attempt to prevent degree-mills from victimizing its citizens, the government of India will require foreign DL providers to be approved by the Indian government before they can legally enroll Indian students.

    Personally, I can see how this might work in those cases where foreign universities start up physical satellite branches in India. Those offending branches can be served with orders to shut down. But most of these degree-mills exist entirely on the internet and are registered/incorporated/whatever outside India. The only people that actually fall under Indian legal jurisdiction are the local students enrolling in these things.

    So the only way that something like this is going to work is if it is interpreted in the Oregon manner, making the use of a degree from an unrecognized DL university outside India illegal in India.
