I noticed MSN often highlights the virtues of University of Phoenix.

Looks like a little of both: an article designed to draw advertising (and readers). It would appear UoP provided content information. Whether they initiated the effort--or responded to it--isn't clear.

I have found that many of the "fluff" pieces that are on MSN are merely advertisements in disguise.
