    I don't think so.... It just doesn't really look "authentic". Of course, I know very little about degrees from institutes outside the United States. And you know.... the one thing I'm positive of in the United States is that the degree really needs to be RA or DETC. IMHO.

    Though I havn't researched the school it nonetheless looks a bit dodgy to me and I live in Canada.

    Although marketed in Canada, the degree will come from a russian university (ST. PETERSBURG STATE UNIVERSITY). The school seems to be legit but I don't know how useful a degree from a russian university will be in Canada.

    In the mean time...
    what real university asks on its enrolment form for your name "exactly as you want it to appear on your diploma"? Isn't there usually something of a lapse of time--enough to get corrections in one's records done--between enrolment and printing up diplomas, often taken up with courses, research, theses/disses, and stuff like that?

    The registrar "Lloyd A. Jenkins" receives his mail in Spain.

    They say "We provide the most up-to-date and cutting-edge information on brain based learning and neuroscience as related to language acquisition." But they don't list any faculty as far as I can tell.

    Also on the site: "NAHE (National Board of Education of America) has concluded that if the college or university is licensed and registered with a country’s Ministry of Education, it is considered to be equal of a regionally or nationally accredited USA degree."

    The NAHE site is here. Look at the NAHE affiliation page. That's not a group for a self-respecting school to join!

    Well, St. Petersbourgh State is certainly legit, and is probably a top 5 school in Russia.
    The website, however, does raise some suspicion, although it's hard to point at. You know, the overall style of it, the "deposit" business, the word "accredited" mentioned too much, too little solid information overall, no contact address for a partner in SPbSU... A link to the homepage instead of a program page... "Degree requirements" just do not sound like the Russian program... BTW, apparently, SPbSU does not have the Education department (this is what Pedagogical universities for, although University graduates can teach high school).
    Did someone just said "MIGS"?

    Who in their right mind would give his or her complete name, address, date of birth, place of birth, AND Social Security number to an unknown entity that doesn’t even bother to secure (encrypt) the information in transit (allowing the excuse that the information was probably misappropriated and misused by someone else)?

    It seems that there is no need for the involvement of St. Petersburg University, as with or without the diploma scam, there is an easy and obvious way to generate filthy lucre with this cozenage.

    It smells like MIGS. On the other hand, I don't see how a PhD from a russian university can help someone to land a job in teaching english as a second language. The only people that would benefit are those who are alredy teaching english at a university or community college and need the PhD for
    a pay increase. How would you explain that you have a PhD from Russia and can't speak a word of russian?. Also, it is possible that the university in question is not "St. Petersbourgh State" but a clone using a similar name just like "Robert Sorbon" and " Sorbonne" in France.

    As far as I can tell, the link on their page leads to the legitimate site for SPbSU. This, of course, means nothing - they might deal with the fake St. Petersbourgh State and still do not approach the number of lies on the website of IUFS. BTW, might there be some connections with IUFS?

    I feel that some people can use Russian PhD to their advantage - after all, people do use St. Regis. I've seen some faculty members with Russian degrees on websites of RA schools, all of them Russians of course. My own uncle used to teach at Delaware as a visiting professor with his Ukrainian degree. I beleive he does have fair number of publications in some Higher Algebra topics.

    In 1997 Russian federation passed new laws.

    One of the laws is establishment of "EXTERNAT"

    here is an example of a company in NY that has EXTERNAT agreement with a State university in Russia.

    So I'm not surprised when we read about foreign and local education providers with EXTERNAT agreements.

    Check this one for example:

    They have externat with DUBNA in Moscow.

    They have agreement with NYU as well, NYU will accept 60 transfer credits from DUBNA - in to their BA or BS degree program etc.

    That's the funny thing about the whole degree mill thing. If you do enough research, you would actually see that with just a little motivation and effort, you can get the real thing for around the same price. But all too often, we are in such a race to 'get rich quick', 'drivin the benz', and 'have all the women' all at once, that we make the irrational, illogical, or just plain wrong choice to do things the fake way. You can still get these things, even if it takes a little (or a lot) longer than the next guy.

    On a side note, the public affairs officer has sent out a press release to the All Hands magazine and a few others. Hopefully, more fleet-wide military publications do pick up my story and will be doing an article on my progress shortly. Other military (and civilians) could really benefit by the distance learning info I laid out on my site. I'm really going to push for a seperate, third party press release in Dec/Jan when I return from deployment.

    In fact, I've been trying to contact the webmasters of this site so that I could submit an article here, but I've gotten no replies each time I send an e-mail. If anyone knows how to get in contact with any of the administrators, let me know!

    One minor point - Dubna is the city in Moscow region. This ICC entity apparently has the agreement with a university with a strange name located in this city. The university sounds like your typical, new, private Russian school. It probably have like zero prestige but might well be a real place with proper accreditation (I'll try to research this more later).
    Overall, the whole enterprise seems like a sneaky but legitimate way to a degree, geared mostly towards young Russian emigrants. Skidmore college they mention is accredited, and evaluator they use is unknown but NAFSA member.

    I agree with your comments.

    On the evaluation issue.
    They actually present copy of 2 evaluation agencies.
    One of them is WES well respected NACES member agency.

    Wile DUBNA is unknown their MSW degree as I was told is qualifying - for recognition by the licensing board of Social Work in USA.
    The evaluator is a branch of the US professional accrediting body
    on Social Work.
