The following webpage describes the educational system of Russia: Http://www.euroeducation.net/prof/russco.htm According to the section on "Recognition of Studies and Qualifications", higher education institutions that are accredited by the State Committee for Higher Education of the Russian Federation, may issue State Diploma which are recognized within the country. According to the web page (Http://www.iufs.edu) of International University of Fundamental Studies, St. Petersburg, Russia, in 1998, the IUFS was recognized by the State Committee for Higher Education of Russia as a major international university of higher education. Under this circumstance, do you think that the IUFS is a recognized university in Russia? Please comment!

Well they're certainly recognized by their US affiliate, the International Theological University, in California, run by the Reverend Professor Doctor Chief Swift Eagle, which is fully accredited by two accrediting agencies founded by the Reverend Professor Doctor Chief Swift Eagle.

I would be reluctant to be treated by a medical doctor who earned his or her degree from the on-line medical degree program offered by IUFS, and in the US through its affiliation with the Reverend Professor Doctor Chief Swift Eagle.

All right, I'll stop typing his name, however much pleasure it gives.

John, ITU has got to be one of the most bizarre web sites I have ever seen. Not only can you get all kinds of strange and wonderful credit but they will also ordain you as a Rabbi, Minister, Priest, Dhamma, Lord Phundit, or whatver you like. In addition they mention that the *Tribe* has laid claim to Mars & the Moon. I am sure you have visited the site and realize that I am not making this up. I suppose this may give their degrees some validity on Mars and the Moon. So, for anyone planning to relocate within the Universe, ITU may be an option worth considering.

Now John, I really like the chief! I wonder though how a guy obtains all those titles?

Chief: By virtue of inheritance, his dad was also a chief.

    Reverend: Universal Life Church ordination.

Doctor: Honorary doctorate awarded by IUFS.

    Professor: Adjunct faculty at IUFS.

My great-grandmother was Cherokee, is it possible that I too could receive the status of chief? If so, since I taught part-time at a RA school for 3 1/2 years, and if I used my Indian name (Degree Hunter), then I could be called "The Reverend Professor Doctor Chief Degree Hunter." And you know, I sort of like that name! [IMG]

    MUTUAL RECOGNITION OF QUALIFICATIONS:
    THE RUSSIAN FEDERATION
    AND
    THE OTHER EUROPEAN COUNTRIES
    Second Edition
    compiled by
    Dr. Oleg KOUPTSOV
    Bucharest, 2000
    UNESCO Office in Bucharest (CEPES)
    FOREWORD

Part One. GUIDELINES FOR THE RECOGNITION OF QUALIFICATIONS FROM THE OTHER EUROPEAN COUNTRIES IN THE RUSSIAN FEDERATION AND OF RUSSIAN QUALIFICATIONS IN THE OTHER EUROPEAN COUNTRIES

    7. QUALITY CONTROL
As a result of the changes that occurred in the Russian Federation after 1990, and in order to ensure quality and efficiency, a new national mechanism for quality control and assessment was introduced. This mechanism includes:
    the state educational standard;

    licensing;

    State accreditation;

    State final attestation.

    7.1. The State Educational Standard

    7.2. Licensing
Licensing is a procedure whereby an educational institution is granted the right to carry out educational programmes in relevant fields of study (specialities) and at corresponding levels of education. It consists of the recognition of expertise, the taking of decisions, and the issuing of a duly worded authorization, i.e., a license.
Even though licensing grants the right to engage in educational activities,
it does not confer the right to award educational certificates of the state format certifying graduation from an educational institution. In order to earn this right, an educational institution must be accorded state accreditation.

    7.3. State Accreditation

State accreditation is the formal recognition of the status of an educational establishment by the State on the basis of solid evidence that its activities conform to nationally established requirements. The procedure results in the granting to the educational institution concerned the right to award nationally recognized certificates of the state format certifying the successful completion of an educational programme, to use a State seal of the Russian Federation, and to be included in the financing scheme of the State.

State accreditation is applicable both to state educational establishments and to private institutions. For higher education institutions, State accreditation is regulated by a decree of the State Committee for Higher Education.
    ---------------------------------------------------------------------------------

IUFS has recognized accreditation and the degrees are Internationaly accredited.

IUFS is in final stages of Russian Federation Accreditation, expected date is Feb, 2003.

    From the Rector of IUFS

It will take some weeks to get Govt State. I think in February 2003 Hon.
Kaziyanov will signe the order. - Russian federation Prime Minister.
Now IUFS geting new big building in Moscow
    Red SQ.

They are asking us to be and held IUFS Headquaters in Moscow, But we are
telling it should be in st.Petersburg.

That is why process getting late.

Unbelieveable! (No, really. I mean, I don't believe it.)

Is this the same arguement that's being used by Saint Regis and Adam Smith University? They link themselves to UNESCO and then claim that their degrees have to be recognized worldwide.

  7. This argument is not exactly the same.

In most other countries the accreditation and recognition is 'by the Ministry of Education of that country.

There are departments within the Ministry that deal with Accreditation.
In Russian Federation accreditation is regulated by a decree of the State Committee for Higher Education.
And by a Higher Certifying Com.

Russia has exellent Universities with world class educators, proffessors and scientists

You cant compare the Russian DOE to Liberia DOE.

There are other publications about Russian Education System.

P.I.E.R. World Education Series Special Report titled The Soviet System of Education and the P.I.E.R World Education Series publication titled New Independed States and The Baltic Republics: A directory of Institutions of Higher Education.

Regionall Accreditation in US is comaparible to State accreditation of the State Committee for Higher Education of Russian Federation.

It's amusing that a Russian institute would quote Napoleon prominently (and approvingly) on its web page.

  10. UNESCO IS THE EDUCATION ARM OF THE UNITED NATIONS - RECOGNIZED BY THE
    U.S. DEPARTMENT OF EDUCATION
    and by the
COUNCIL ON HIGHER EDUCATION ACCREDITATION (CHEA) - SEE LISBON CONVENTION

How can an institution know in Germany if the person with B.Sc. degree from lets say UCLA is the same as Degree from Munic University.
Or a person with degree from Moscow State University is on the same level as Cal State University ?

There are bodies that work on this issue, produce guides that have explanation on the system of education in defrent countries.

I see a problem with comparing a government on some remote Island and Major country liek British Roayal Charter or Russia.

This is why this studies that I shared with you are published.

This is why there is GAAP.

What I love in USA is that many proffesions are regulated
and one have to pass exams and get licensed.
This way a UCLA grad has the same chance as Oxford Grad.
Its very hard to pass the Medical board or veterenarian or even Psychology without really study for it many years.

So its like a Q.A mechanizm.

    Regards,

    Mikhail
