What does it mean when a university is a "deemed university" ??

I've seem the phrase only in connection with universities in India, where a "deemed" status is apparently granted by the Ministry of Human Resource development, and enables a school to participate in programs of the India Grants Commission. They have, presumably, been deemed acceptable.

Some schools actually make this a part of their names, as in Allahabad Agricultural Deemed University.

The US equivalent would be to name your school, for instance, Poppycock Accredited University.

So these "deemed" universities in India are not GAAP-accredited, but yet acceptable from the government?

Authority higher than the India Grants Commission grants the "deemed" status? (Over-ride their own Commission?)

I wonder on what basis you say they are not generally recognized as accredited. I have neither time nor interest in checking, but I would strongly suspect that most or all are members of the Association of Commonwealth University, as well as properly recognized in the PIER literature, as well as listed in the International Handbook of Universities, as well as recognized by NOOSR -- and any one of those four would meet the definition of GAAP that I have used in my book (although of course others may disagree).
