burkes university

    Hi everybody:
    been away from this forum for quite some time, but just today I Googled universities in the caribbean, and came across this one:

    "Burkes University" at

    Burkes University is operating under the legislation of the Turks and Caicos Islands in the United Kingdom Overseas Territory as a State-Approved Open and Distance Learning University. As Burkes University is a recognized pioneer in delivering quality Open and Distance Learning Education programs, the University, empowered by its Charter, is permitted to award deserving students its Degrees upon successful completion of the required educational modules.


    I was away from DL stuff for some time; has the sitation and / or law in TCI changed? I was not aware that any university was approved there? I do not think that any incorporated company - presumably tax-excempt company that only operates outside the TCI - could awards itself a charter?

    You will find that any mailing/location address on the TCI will be either a PO Box or the address of a legal firm. All International Business Corporations (IBC's) are required to have a representative on the island under the IBC Act, and are forbidden to trade with local residents. *SO* you will find that Burkes University Pty Ltd's 'Charter' is actually its Articles of Incorporation, which are basically awarding itself the ability to offer degrees. Fancy having a university, though, that is forbidden to offer degrees to residents of its host country. Funny that.

    Yes, I knew that. Like St. Clements, whose address is the office of"International Company Services Ltd.".
    My surprise and therefore question was rather regarding their statement that they are state-approved - I do not think that that is possible in TCI, or have the laws changed ?

    Mmm, I reckon its a play on words and does not exist. Please prove me wrong, but 'state approval' is nomenclature only used in the US.
