The FEMA/Frederick CC partnership

As the proud holder of my one FEMA/EMI credit, I am intrigued by the relationship between FEMA/EMI and Frederick Community College. Is this a relationship strictly between FEMA and FCC? In other words, FCC makes a little cash by accepting the credits and transcripting them for folks. I wonder who approached who on this partnership ... it piques my curiosity.

I suppose that would make sense, as FCC is near Washington, DC.
