To operate or not to operate – that is the question.

    Whilst at the AUQF last week I participated in a forum which was dedicated to reviewing the National Protocols for Higher Education Approval Processes. One particular term for discussion was ‘to operate’, and how this applies to virtual institutions purporting to operate in an Australian jurisdiction. I thought the board may be interested in the working definition and, perhaps, share some pearls of wisdom and add/ subtract to the draft.

    The presence of any of the following comprises operating in Australia:

    •Having the registered office of the entity
    •Having a business name registered
    •Owning, leasing or renting physical premises or equipment
    •Conducting face to face classes or instructional delivery
    •Having an Internet server and/ or
    •Renting a PO Box (or similar)
    •Employing (academic and/ or administrative) staff
    •Possessing Australian assets (leased or owned)

    Any thoughts?
