How do I verify someone is a PhD?

I want to find out if someone has a PhD. The problem is that I don't know where he graduated from and don't want to ask. I searched on google for his name and got nothing.

I did searches on FirstSearch and ProQuest but no publications or disserations come up under his name.

Is there any way to check? Is there a master repository of dissertations that would verify his credentials without knowing what school he went to?

As with any title or degree, with out knowing where and often when, it is very difficult to independently verify.

 

Never mind - I found out where the person got their "PhD" from. And it's doesn't beling in this section of the forum.
