The DETC accredits two doctoral programs at the University of St. Augustine for Health Sciences (the Doc. of Physical Therapy, and the Doc. of Occupational Therapy). Are these programs part of a trial to demonstrate the DETC's ability to accredit professional Doc. programs?

No - the trial is history. They are fully authorized to accredit programs where the first professional degree is a doctorate.

I quess I don't quite understand this. Why are these doctorates considered
"first professional degrees" and a Psy.D. for example isn't?

I am told it's because normally a PsyD requires a bachelors and masters in the same subject.
