He's a bold man, young Peter Quinn. He was served a cease and desist order by The Committee of Vice-Chancellors and Principals (UK) in 1999 (see http://news.bbc.co.uk/1/hi/education/436807.stm) for flogging fake degrees, but appears to be hard at it again. Obviously a scam artist. It's impossible to have all of these seals and logos without infringing copyright laws. Even if this individual does have a similar seal, all you're buying is a ticking time bomb.
The news article refers to an interim injunction which suggests there must have been a further hearing What worries me is the use such documents might be put to. (Terrorism, identity theft, etc.
