In my experience some RA universities (I wouldn't even consider the other ones) *might* wave the TOEFL requirements if there is evidence of English ability such as previous education in English and so on. But would it be to your advantage? Do you feel confident enough to write and read in English?

I just recieve catalog from Regent U, Doctor of Business Leadership, this program very interesting but need TOEFL 577. I can get only 553 only. that make I can't follow this school.

surely, I can read and write in english but I don't think I can write a dissertation without some miss spelling. But for DL program I can write dissertation in thai language and then translate to english by licence traslator in US$2.5 per page.

I thought you were looking at a Bachelor´s degree. I am afraid for a PhD everything may be different, and definitely stricter. You´ll have to exchange opinions and views at a high level with a thesis supervisor, you´ll be examining research articles, and your progress will be probably evaluated based on your ability to communicate effectively in English. I think it is in your best interest your English is as good as possible. One of the nice things about studying in the States is to become proficient in English, an option that certainly will open many doors for you.

Nevetheless in my humble opinion when I was an undergraduate student the TOEFL score wasn´t a final issue for many universities as other factors were definitely considered. For a PhD admission requirements are harder to meet.

Just an idea: maybe you can enroll in one of those online English composition courses at an American university to bring up your level (if admission officials consider it not enough), and if you complete it sucesfully you may present it as evidence of your suitability to conduct research in English... But you better check with them first.

    Good luck
