Asian DL programs known to accept DL students from United States?

The recent thread on DL University in Asia made we wonder how many DL programs in Asia are known to accept DL students from the U.S.

Ignoring Preston and Universitas 21, I can think of the following:

• Punjab Technical University
  
  Bioinformatics Institute of India (which seems to be unrecognized)

Are there others?

I checked the ones listed in the ICDL database a while ago, and came away disappointed.

 

Ramkhamhaeng University
from Thailand is now accepting applications(from students living abroad) for Bachelor’s Degree where the university have Oversea Acedemic Servic Center to support and also it have master and PhD degree but you need to come to defend thesis in Thailand. This school id surely accredited, many political in Thailand graduate from this U.

Universiti Tun Abdul Razak (UNITAR) Malasia's First Virtual University & e_University
offer course in Information Technology and Management.

 

Ramkhamhaeng University is certainly an interesting one. Over 600,000 students!
