St Stephens U, Los Angeles: diploma mill?

A candidate for nomination for the California State Assembly claims to have earned a PhD from "St Stephens University" in Los Angeles.

Googling that school resulted in: "http://www.a2zcolleges.com/address_phone/323.html" which links to the legitimate St Stephens University in New Brunswick, Canada. However that legitimate school does NOT offer a doctoral degree.

Anyone know about this supposed Los Angeles university. There's no LA website and the phone is disconnected.

 

Nothing.

There is a St Stephen's College in Delhi, but it seems to offer bachelor's and master's only. There is also a St Stephen's College in Australia (?).

Well, she was certainly using that doctorate more prominently than most people. It's right in her domain name: http://www.drshirleymoore.com

 

Dressed badly, too.

 

It's on the BPPVE list. Apparently it offers only religious degrees. My guess is that it's operating under the state religious exemption.
