Question on Prior Learning Assesments

Hello!

How does Experiential Learning Assessment or Prior Learning Assessments work? I was looking at Bellevue Univ and TESC (haven't got to Excelsior and COSC yet) and they offered these options for students in the military (I'm in the Air Force). Does this entail all work experience, prior and present education? Can someone please clarify how this process works?
