I am researching these three accrediting agencies for a friend. Has any one heard of them and are they legit?

    SIBCS
    Apostolic Council on Educational; Accountability
    Saints Christian Accrediting Association

Have I heard of them? My answer is no. Are they legitimate? Check CHEA website here. They are not listed.

If they are not on the CHEA website, they are worthless.

The Saints Christian Accrediting Association (S.C.A.A.) is an unrecognized accreditor created by the Urban Harvest Bible Institute (they share the same Web host and physical address). The mere fact an entity resorts to this kind of deception tells you everything you need to know about their legitimacy.

Similarly, the American College of Martial Science claims Institutional Accreditation from, and claims to be the College of Martial Arts for, the Southern Indiana Bible College & Seminary (SIBCS). Like the Urban Harvest Bible Institute, Southern Indiana Bible College & Seminary also claims bogus accreditation from Saints Christian Accrediting Association. The American College of Martial Science claims that its “programs are designed to provide you with the skills necessary to become a competent and successful minister & Christian martial arts professional.”
Both the American College of Martial Science and the Southern Indiana Bible College & Seminary also claim accreditation from the Apostolic Council for Educational Accountability (ACEA), an unrecognized accreditor formed by Dr. C. Peter Wagner, head of the Wagner Institute for Practical Ministry.

Overall, it seems you’ve stumbled on a group of related entities that it would behoove you (or your friend) to avoid.
