Kaplan doesn't offer the Ph.D. There are only two schools offering non-resident doctoral programs in the U.S., neither of which offers classroom-based instruction. The University of Phoenix is very much a "brick and mortar" school, with about 90,000 students attending class in locations around the continent. However, they do not offer a doctoral progam in your desired area(s) of study, nor are they non-residential. I don't know of a school in the U.S. that meets your criteria.
You may need to focus outside the U.S. for DL doctorates in Sociology. The only schools that I am aware of that offer DL PhDs in Sociology and the social sciences are UNISA, Univesity of Leicester, Deakin, Charles Sturt, Edith Cowan and the University of Wollongong. Now this list will likely grow over the coming months and years as more and more universities are offering advanced degrees in the social sciences by DL.
I have checked in the standard guides and, like Rich and Roy, I haven't found an institution that meets all of your requirements. Although there are several choices at the masters level, your best bets for a US/RA/DL doctorate are probably Capella and Walden. The foreign schools are generally considered to be equivalent ro RA, but if your desire is to get a doctorate via DL without anyone suspecting that it is DL, you may need to consider another field (perhaps a doctorate in administration or higher education with your coursework and dissertation research in the area of sociology/criminal justice).
