The following has been brought to my attention: http://www.icua.us I cannot find any mention of the university at http://www.bppve.ca.gov/ and having any degree granting approval from the State of California, although they state the following: International City University of America is registered in the State of California of USA. All degrees granted or issued in California are equal under the law. Judgments of value and applicability of a certain degree are not made by the law of the state. However, the applicability of a degree to a particular job or the transfer of educational credits to another university is determined by those who render such evaluations for each specified purposes. They claim to have close affiliations with Curtin University and University of Technology Sydney, displaying letters (albeit, very small) from the respective institutions. Scary stuff, which needs clarification. Can anyone provide any insight? I don't seem to be able to get any domain ownership details either. Cheers, George

Some simple questions.... The dont like standard questions. Check out the dialogue below: I wrote: 1) Does the ICUA grant degrees? 2) If so, from which jurisdiction does the ICUA obtain its degree granting authority? I hope this is not difficult to understand...if so, how else should I ask the questions? ***************************** They responded: -----Original Message----- From: ICUA Registry Office [mailto:[email protected]] Sent: Tuesday, 10 February 2004 6:01 PM To: [email protected] Subject: Re: Degree granting approval of the International City University of America Dear George, The University will grant degree in China very soon. Please, can you answer the following questions: 1) Your website at http://www.icua.us/general/general.html#3 states that "International City University of America is registered in the State of California of USA". As you have pointed out previously, ICUA is not approved by the BPPVE to grant degrees, that I understand. In addition, I understand that accreditation in the USA is purely voluntary. *However*, every university in the world, either granted via Royal Charter/ Act of Parliament or via an external body government body, must have some form of external approval to grant degrees. So, my question is, 'where does ICUA obtain its degree granting authority', because... 2) Pages such as http://www.hkiob.com/MBA.doc and http://www.hkir.com/course.php state that the ICUA both accredits and grants degrees. I find this quite fascinating, as it is generally only self-accrediting universities such as those in the UK, Australia enacted via Acts of Parliament that are permitted to self-accredit programs. As such, again, the question arises, 'where does ICUA obtain its degree granting authority?'. Thank you for responding to these questions - I do appreciate it. Kind regards, George Brown ************************************** They wrote back Dear George, If the University grants degree in China, it implies that the University is registered in China (it is not difficult to understand). Are you going to control University programs to be registered in other countries? George: I think we should stop discussion now. We have no activities in USA currently. However, in case we want to offer courses in USA, we will certainly satisfy your requirements. About the 2 websites www.hkir.com and www.hkiob.com, please ask their administrators. We are not in position to answer these questions. Again, are you going to control other countries' websites? Regards Mary ************************************ I have 'requirements' and I 'control'. What the? Cheers, George
