I have found St Petersburg College (formerly St Petersburg Jr College) offers cheap DL classes for Florida residents. They are fairly priced for non-residents. Associate degree and certificate programs: In-state resident tuition: $58.24 per credit hour Out-of-state resident tuition: $217.10 per credit hour Bachelor degree programs: In-state resident tuition: $69.12 per credit hour Out-of-state resident tuition: $257.73 per credit hour E-course fee: $20 additional per online, TV or teleweb course. Late registration fee: $15 (after regular registration deadline) I have taken about 20 credits from their campus when I lived in St Petersburg. It is a great school and they offer a lot of courses. Here is the link to the courses list- http://it.spcollege.edu/ecampus/listsearch.cfm
LSU is also cheap, and offers many classes, many of which are upper level. The rate is $214 (total per class), regardless of where you reside. Southwest Texas State is about the same price but offers fewer classes, with the advantage of allowing students to test at their local public library.
does LSU courses include tutor support in case you have courses questions ? Are there any other within the same price range and also include some tutor support and/or group discussions ?
When I check classes at K-State it tells me $803. What can I get for $191? Wait a minute, are we both talking about Kansas State?
Here's the link to the Kansas State U. distance course search page. The WWW courses cost $573 for a three semester hour course: http://apps.dce.ksu.edu/CCWS/CourseSearch/search.html

Okay, that is weird. They have different rates for different colleges. So it's $573 for a class from Liberal Arts and Sciences, but $803 for business classes and $643 for human ecology.

The LSU courses can be applied to a General Studies degree from the University of New Orleans. Here's the link: http://is.lsu.edu/college/degree/
