You are obviously aware that there are a number of universities not on your list. You can get the complete list by following the link provided by Jimmy or a brief google search will do just as nicely. I could tell you that there are a number of universities that fit your stated criteria. For example, Rand Africaans University, Rhodes University, and the University of Port Elizabeth all have programs on both the undergrad and grad levels that fit your criteria. What may not be clear to you however is that I have no reason to believe that any of these programs are offered on a DL basis. It wasn't clear that you were looking exclusively for DL programs because you included Stellenbosch and Pretoria on your list and I don't believe that they offer those degrees through DL. Most SA schools don't have extensive DL offerings, especially at the undergrad level. You may need to do some basic research by surfing through each university's web site and then coming back with further questions. Good luck, Jack
Rand Afrikaans University (note sp.) is going through merger hell right now, according to a long-time professor in a private communication to me. If you deal with RAU--and it has been a fine school in every way--be patient until the turbulence settles a bit. If the structures and style of RAU survive reasonably intact, you will be well-served.
