John Bear suggested that I put this question to the group.

Does anyone have any information about St. Andrews
    College of London, England?

The "famous" flying saucer contactee Daniel W. Fry was
confirmed the "dignity degree" of Doctor of Philosophy
(Cosmism) in April 1960 by the "St. Andrews Ecumenical
    University Intercollegiate.

In the book, "Alien Base," by Timothy Good, Dan Fry is
    quoted saying:

"I don't think that you could buy a degree there...I certainly
never paid anything for this one (PhD), neither was I ever
asked to. It was given for the material in the first edition
of my book, 'Steps to the Stars'"

'Steps to the Stars' was an 83 page book Dan Fry wrote in
    1956.

    So, my questions are:

What was St. Andrews College (or St. Andrews Ecumenical
University Intercollegiate)? Who operated the outfit?

How did it operate in awarding degrees? What did they
charge? and where did they advertise?

Would they give out an unsolicited (and free) Ph.d. diploma to
someone who had written a book?

and...what eventually happened to this "college"?

    Any info would be appreciated.

A quick play with Google over lunch found a couple of adverts for it in the small print of the scanned back issues of a Scientology rag called the Aberree that flourished in the mind 50s to 60s. http://www.aberree.com/index.html

The advert (with as much of the bad scanning as I can read cleaned up) reads:

"ST. ANDREW'S ECUMENICAL UNIVERSITY. Intercollegiate Philosophy. theology; divinity; homiletics; psychology; child psychology; psychotherapy; sociology; economics; biochemistry; metaphysics: mental ?? acthom?op:thy: languages; ??Mt:r.turs, and law. . Inc. Correspondence. StonebrIdge Road,-,. Tottenham
    London. EN GLAND"

A quick hunt via multimap shows that Stonebridge Road is just down from Seven Sisters tube in a part of London whose only redeeming feature is the number of transport links that allow one to get out and go somewhere nicer instead!
