    I believe that, on average, the Australian distance learning programs are the most expensive in the world.

    Open Uni Oz is kinda average in terms of cost i guess ~

    it's like 900 USD /module ?

    It should be noted that Open Colleges Australia (cited by the op) is not the same thing as Open Universities Australia.

    is online science learning good for a child? I am concern about lab support, will it be a good decision to allow online tutors to teach my son science?

    Choose a good school, monitor closely, cross fingers (the same as a brick and mortar school).
