I don't think WGU takes students who are overseas, they only deal with students physically in the USA.

Might be true, especially for a foreign national. But I do know that several of my classmates were oversees...perhaps they got in before they left CONUS.

Or maybe they just have an address at a mail drop in the US. I mean, how would WGU know the difference?

    From the WGU Admissions page:

Will you admit students living outside the U.S.?

At the present time, WGU is accepting applications only from individuals living in the United States and select geographical areas of Canada. (The exceptions are U.S. active-duty military personnel and their families at overseas installations and individuals living in Guam, Puerto Rico, or the U.S. Virgin Islands.)

Unfortunately, we have discovered we cannot always guarantee that the educational experience for students living outside the United States will meet our high standards for quality and convenience. It is our expectation that these problems will be solved in future years. An Enrollment Counselor has more information about which areas are eligible to submit applications.
The OP is in Asia, and is looking for an online bachelor's degree in education . WGU certainly has such programs -- but they include a requirement for supervised, in-classroom, practice teaching . Seems like it would be hard to make this work from Asia, even if you had a US mailing address.

Very well, that would be a good way to tell the difference.

I don't know, they are pretty flexible. i bet there is someone teaching English wherever the OP lives and I suspect something like that could be made to work....though I don't know.

I just returned from WGU Graduation in Atlanta. They made a big deal about all the oversees graduates that had made the pilgrimage to walk the stage. As they called the graduates they mentioned their home state or country. There were several (possibly military) that mentioned the middle east. A couple made the trip from Turkey, other countries were mentioned. I really suspect whatever requirement they have is centered around the students ability to access material and complete the Tasks.

Take a look at Wilmington University's College of Education. I am currently going to an other college of WilmU, but have had several in US and out of US addresses.
