    Yes, I get those every once in awhile on the Yahoo account I used to subscribe to the Chronicle.

    It must be one of the partners of some newsletter you subscribed in the past. It's still legal to share email addresses.

    Nope, never subscribed to that stuff. Apparently they somehow get all the names of faculty and then they spam the university. That one is already deleted, but here's another one with the return email address:

    These outfits are part of a recent trend called "predatory Open Access publishing". Open Access is a business model in academic publishing where journals are (usually) supported by "article processing charges" from authors, and then make papers available for free to readers. This is supposed to fight rising subscription costs for libraries, especially in the third world. Some OA journals are legitimate and prestigious (non-profit publisher Public Library of Science - PLoS - has titles with highest impact factors), but it's obvious how this model can be exploited. There's a blog listing perceived bad actors ( List of Publishers « Scholarly Open Access ), and both spammers on this topic are on the list. Full disclosure - I published with a group on the list, although I didn't pay any money.
    It's funny how these people use millish language. "ISSN accredited" is just having a number assigned, can be had by anyone with a few hundred bucks. "Impact factor" is only meaningful if it's calculated using legitimate indexing database. In practical terms, only the official IF from Thompson Reuters' Journal Citation Report matters. Outfit they use is basically an IF mill.

    I think the offer of a prize for winning submissions that's denominated in Indian rupees kind of suggests who the target market for this sort of thing is.

    But seriously: yes, these things have a big market in regions with large, somewhat burocratic higher ed sector and shall we say... less respect for the rule of law than you guys are enjoying down south. It's just more noticeable in countries that use a lot of English, like India or Pakistan. Did you know that Mr. Putin's economics dissertation is plagiarized? It was not even a big story in Russia: everyone just assumed he ordered his paper from the dissertation-writing service as nearly all officials do, and probably picked a cheap provider (he was just a deputy mayor at the time). Ukraine's current thuggish President is nicknamed "ProFFessor" because that's how he spells his official academic title. He is both highly-credentialled and subliterate. It is important for me that you know I didn't vote for this creature.
