    1. American Intercontinental University is 100% online
    2. AIU's MIT can be completed in 10 months
    3. AIU is not the cheapest at 20K +
    4. I believe AIU is technica

Have a look at the offerings of USQ, Australia.

    Online/External except for the exams.
Have a look at the 2003 catalog for the Faculty of Sciences and the Faculty of Business.

    Another option would be KITCAMPUS

    but USQ is cheaper.

I recommend downloading this guide (it's free). You could also check the lists at http://distance.gradschools.com/, but be careful since they include some questionable programs among the legitimate ones. You may not find something that entirely meets all of your criteria, and you may also want to consider other majors besides just IT (CIS, CIT, etc.), in order to broaden your prospects. This is especially true if cost is your biggest consideration.

If I were only considering programs with an IT designation, I would probably choose either the Masters of IT from Virginia Tech or the MS in IT from RPI. Both of these schools have a very good reputation and are recognizable outside of DL, and both programs are technically oriented (many IT programs are more managerial than technical). They aren't the cheapest, but they also aren't the most expensive. A nice thing about both programs is that you can incorporate several graduate certificates into them, which you earn as you take courses toward your masters.
