best course of action for graduate school in CS

So, I'm actually a high school drop out (due to family issues) but do have a GED and I want to get a PhD in computer science.
I'm also a non-US citizen living abroad and unable to relocate for the next couple of years or so, which also presents a problem. (I'm not going to a local school because I don't speak the language)
I'm wondering what would be the best way to go if I want to get into one of the top universities for grad school? So far the only option I see is to start out at an online community college, then transfer to a 4 year one (online or on campus by that time shouldn't be an issue) but can't figure out if there's a way to know if my credits would even transfer and if so from what college to what university...?
Is there an easy way to do this or you seriously have to check every single school your interested in inside out and annoy the admissions staff to their limits?

I would start by accumulating a list of all dl schoolls that have degrees in computer science

 

Is cost an issue ? If not you could check University of Florida's CS degree ($500/credit hour). They made it online recently.

Arizona State has an online BS ($500/hr) and MS in Software Engineering.

Cheap Online CS degrees, could check Dakota State, $325/hour

They also have an MS in CS and PHD in Info Sys online.
