Hello, with the apologies if the question was discussed recently, I'd like to get some recommendations regarding obtaining BSC in IT online (Distance learning). Now to explain my current situation.

I'm currently located in Georgia (Tbilis, Georgia that is, not US Georgia) but I'm from Bosnia and Herzegovina. So I'm looking for a place from where I can get my bachelor's degree, which will not be too expensive. Since expensive and cheap are somewhat relative categories, I'd found what seems to be one of the better universities in India (Sikkim Manipal University) where one semester costs around $220 or so (if I've did the conversion properly). Well, that's cheap, in my case. However I don't know how respected are Indian diplomas in Europe, though Indian IT sector is certainly one of the best in the world. So I'm open for suggestions of EU (Schoengen countries) universities (excluding UK and Ireland, if occasional attendance is required, due to visa requirements) or USA universities if no attendance is needed.
Also, I'd like to avoid having to prove my English knowledge due to simple fact that despite I used to work as English/Serbian interpreter back home for almost 12 ears I don't have any certificate like TOEFL, IELTS or similar, and obtaining one in this circumstances I'd consider to be big PITA. If it is of any importance I've completed total of 12 years of education with high school diploma in electronics and telecommunications field.

So, if you had patience to read all of this, and have some advice to share, I'm listening.

Are you a citizen of European Union?

Nope, Bosnia and Herzegovina is not EU member and will not be for a foreseeable future. Ditto for Serbia. Otherwise I wouldn't mention visas issue for UK and Republic of Ireland. However I can travel visa-free to the rest of EU.
