For Information Security/Assurance you may want to check out the universities listed here:
    https://www.sfs.opm.gov/

I think scholarships are available for all of the participating institutions, some have PHD's in IA such as Northeastern University
Ph.D. in Information Assurance | Ph.D. in Information Assurance

If you're looking for a distance program in the U.S., here are some:

Indiana State University PhD Technology Management with an emphasis in Digital Communication
Indiana State University: College of Technology: Ph.D. in Technology Management

Nova Southeastern PhD in Information Systems with a concentration in Information Security
Graduate School of Computer and Information Sciences

Dakota State University DSc in Information Systems with a concentration in Information Assurance & Security
    Research Specializations

Capitol College DSc in Information Assurance
Information Assurance (DSc) | Capitol College

If you are looking for a traditional, full-time campus-based PhD program, there are many. But the program that best fits you depends on your previous degree and exam scores. What is your undergraduate degree and Masters degree and respective GPAs as well as GMAT / GRE scores?

I agree with beagins, the SFS OPM website is a good place to start for traditional B&M programs. I actually just finished the SFS program for my Masters degree and am now working for the Federal Government in Cybersecurity.

Given your location, you should definitely look at Capitol College, since even when you're learning by distance there are advantages to being able to drop by your school....

Thanks all for the replies. I am considering University of Colorado - Colorado Springs' Ph.D in Engineering Security. Since the program is not GRE require unless low GPA. Also, University of Essex, but the tuition is too high $ 1,698.09 per year for 6 years. Unless distance learning is half price.

UCCS program seems to be manageable, only 24 credits (w/ Master degree) plus 30 dissertation. However, I don't know if they offer any class via distance learning. I plan to move to Denver area, so I can do the dissertation on campus.

Actually, Denver and Colorado Springs are quite a ways apart even though they're in the same state.

Tekman - you've got over 2K posts under your belt so this is no surprise to you: There are no dissertation-only (research based) PhDs in the USA. You're going to be limited to the UK, OZ and ZA. In regards to the first, there's a whole lot of schools and I have to admit that my knowledge of them all is sparse. There are only about a dozen Australian schools that do DL doctorates of any sort and so you could probably run through them in an hour or two. You should start with Charles Sturt, Central, Southern and Deakin. South Africa is another animal completely. Obviously there's UNISA and maybe one or two other schools that might sponsor a DL PhD. Good luck, stay well.

    Kizmet,

Yes, Sir! I know that, but the reason included US into the country list because I am only interested in schools from UK, US, and Australia. I think I found Deakin university.

Looks normal to me -- Firefox 11.0 on Ubuntu Linux 10.04 LTS.

Maybe your browser is doing something weird because of Tekman's studly picture?
