Does anyone know of any PHd or DSc degree related to computers that doesn't require a masters degree and doesn't require additional credits because you don't have a masters?

    That doesn't make sense.
Some PhDs like the Nova Southeastern allows masters students to get into the PhD program early and save 12 credits (3 courses).

This option provides the school’s M.S. students the opportunity to earn the Ph.D. in a shorter time. Minimum requirements for early admission are the completion of 24 credits in the M.S. program with a GPA of 3.5 or higher and the completion of specific master’s courses (see master’s program sections for details). If admitted into the Ph.D. program, students will take the remaining 12 credits for the M.S. degree in the Ph.D. program.

I know about Nova. Colorado Technical Univ. cuts the MSCS program from 11 classes to 7 and after you take the first 4 DSc classes you get your MSCS.

I see a bunch of schools say 60 credits required for PhD with masters and 96 without or something like that so I was just curious.

Most British and Australian schools satisfy this requirement. As most of these programs are research only, you are not required to take any extra course. A Master's is earned while you do your PhD (M.Phil).
