It strikes me in an odd way that someone can find degreeinfo on the internet an yet can't find a list of unversities in California. But maybe that's just me.

True, but he was looking for a list of good unis -- meaning he's asking for our opinion/recommendations. IMO, probably just foreign. Plus, no link.

No, I mean he talks like a non-native speaker of English. ie "the good" rather than "a good" or "the top." Articles are especially hard if you're Russian or eastern-bloc. People seem to think they are asking for a list of all universities in CA. Could be wrong, but that is how it seems.
So no one here thinks this is spam, based on the link for valentine's day gifts in his signature (maybe now removed)?
