Anyone knows cheapest ways to get certified online?

Hi everybody,

I am looking for the cheapest way to acheive online degree(s) or certification.
One example I had in past was brainbenchbut they are not free anymore.

A degree or certification in what? That would make it easier to offer some help.

Certification would be preferred as it would not be so much time taken.

Degree with minimun tenure and cost would also be good and helpful

Also what are the recognition of certificates earned through "Rutgers" ?
Are they recognized/acceptable world wide?
Or only in U.S.A ?
