    From the Pearson VUE website:

"Microsoft Certification Exam Vouchers Awarded to Active, Guard, and Reserve United States Military Service Members
Voucher Initiative is a Collaboration of Five Organizations"

BLOOMINGTON, Minn., December 7, 2004 — Pearson VUE, the electronic testing business of Pearson Education, today jointly announced with DANTES, JASZ Technology, Microsoft Corp. and New Horizons Learning Center of Raleigh, Durham and Chapel Hill, North Carolina that all five organizations have collaborated to offer a Microsoft® certification exam voucher program exclusively for active-duty, National Guard, and Reserve United States military service members.

The Microsoft Pilot Test Voucher Initiative, which began November 1, 2004, allows eligible United States military service members to apply for a free Microsoft certification exam voucher. This free exam program is exclusively available in the Pearson VUE global network of over 3,700 Pearson VUE™ Authorized Centers.

To participate in this program, military personnel must apply for the free exam vouchers online at www.dantes-microsoft-test.com. The active personnel accepted as part of this program will receive an electronic Pearson VUE voucher they can use to register for their free exam taken at any Pearson VUE Authorized Center worldwide.

Not a whole lot of certifications you can get with only one exam, but I guess you could use a friend's if they don't want it.
