    Freshman Year for Free... Sort Of

    TSUS Joins ‘Freshman Year for Free’ Program

    tl;dr: The Texas State University System is partnering with a group called the Modern States Educational Alliance to create edX courses to prep kids for CLEP and AP tests.

    Personally, InstantCert sounds faster to me. But more options are generally a good thing, and a wealthy VC is funding the course development, so hopefully these will be high quality.

    I like that- Texas is essentially silent on other free options, so this is good! They don't have state wide free dual enrollment (although lots of colleges offer it for free, you have to hunt and peck) and they don't have any of the "Promise" programs I'm seeing spring up in the lower income areas that pay kid's tuition for the first 2 years. Texas is, however, the only state that has a law waiving all tuition for all blind students at every college, but there are not many options for free college in Texas.

    Licensed peace officers in Texas can take undergraduate criminal justice courses for free at any public college or university. I think college is free for a child whose parent died at war and/or while performing law enforcement duties.

    Hazlewood Act for Spouse/Child:

    "Spouses and dependent children of eligible Active Duty, Reserve, and Texas National Guard who died in the line of duty or as a result of injury or illness directly related to military service, are missing in action, or who became totally disabled for purposes of employability as a result of a service-related injury or illness are entitled to each receive a 150 credit hours exemption."

    Legacy Act (Child)

    Eligible Veterans may assign unused hours of exemption eligibility to a child under certain conditions.

    Qualifications
    A child (legacy recipient) must:

    Be classified by the institution as a Texas resident;
    Be the biological child, stepchild, adopted child, or claimed as a dependent in the current or previous tax year;
    Be 25 years old or younger on the first day of the semester or term for which the exemption is claimed (unless granted an extension due to a qualifying illness or debilitating condition); and

    Meet the GPA requirement of the institution's satisfactory academic progress policy in a degree or certificate program as determined by the institution's financial aid policy and, as an undergraduate student, not be considered to have attempted an excessive amount of credit hours.

    ^^ That's it. Firefighters can also take fire science courses for free.
    College For All Texans: Firefighters Taking Fire Science Courses

    Children of disabled or deceased firefighters, peace officers, and state correctional officers also get to attend college for free.
