The 2003 Government Performance Summit features an all-star lineup of speakers from throughout the federal government, including Kenote Speaker Kay Coles James Director, Office of Personnel Management. After being nominated by President George W. Bush, the United States Senate unanimously confirmed Kay Coles James to be Director of the U.S. Office of Personnel Management (OPM) on July 11, 2001.

Director James is the President’s principal advisor in matters of personnel administration for the 1.8 million members of the federal civil service. Since Director James’ arrival at OPM the agency has taken on new responsibilities for the Department of Homeland Security....

Best Practice Presenters [at the Performance Summit] include Laura Callahan, Deputy Chief Information Officer, Department of Labor....

I doubt that the problem lies with James, OPM or HSD but with the vetting process.

Remember that Callahan had sensitive IT responsibilties with both the DoD and the Executive Branch before being tapped for HSD. She worked with the POTUS, for pity sake.

Who does the vetting and how is it done? Is there a re-vetting for each sensitive position or does a clearance carry from job to job?

Enquiring minds yearn to know. :)
