   This seems like the same thing that Nigeria did - a reaction to the proliferation of degree mill degrees. Hopefully they'll ease up once they get their act together.

   I tend not to take these things all that seriously in countries that have open universities, in this case I doubt that they disallow degrees from ZOU. But I agree that it sounds like degree mills are their main concern here.
