Please advise how one can investigate whether a given BSc certificate is fake or not ?
How to use RTI act for this

Is the issue whether the granting schools is real or fake, or is it whether it might be a counterfeit certificate with the name of a real school? If the former, naming the school will almost certainly get you a prompt and accurate answer here. If the latter, making contact with the school and asking will often work, but not always. (We have a major section on this matter in our degree mills book; many libraries have copies.)

I don't know exactly how the RTI Act (India - Right to Information) is relevant here. It deals with Indian citizens' rights to information from government bodies or "Instrumentalities of State." Does a University fit that criterion? Here' some info on the RTI act itself - if it helps:

Right to Information Act - Wikipedia, the free encyclopedia

What I would do is as Dr. Bear suggests - simply call the University. Given full information about the diploma, they should be able to tell you right away, if they issued it to the person named thereon. If they refuse (and I don't know why they would) ... I can't tell you what to do. I'm not a lawyer and I don't live in India.

If, on the other hand, you suspect the named University itself is not a "real" school -- then, as Dr. Bear says - tell us and we can usually give you a quick reply.
