Isn't this argument a bit premature -- given that UoP's accreditation is currently under no sanction whatsoever?

Apparently HLC is considering future sanctions, but no decision has been finalized. It's a bit difficult to know the basis for sanctions that do not exist. According to UoP, HLC has concerns about the autonomy of the academic operations, including whether they have sufficient freedom to "make decisions necessary to achieve the institution’s mission and successful operation". But no details are available at this time.

California public universities are facing political demands that they allow students to transfer in credits for oversubscribed classes. One could argue that such demands, if successful, would represent a loss of academic autonomy. But it would be harder to argue this particular loss of autonomy would threaten "the institution's mission and successful operation", which seems to be the concern with UoP.
