   Interestingly, the reporter's description made COU seem more like it's merely grossly substandard rather than an outright mill. Obviously that's still no good, but I thought I'd throw that out there.
   
   Anyway, you'd think a U.S. universty would require an actual foreign credential evaluation before accepting a foreign credential. Good ol' D.C., huh?
